Hi Instructors, I thought in nature the active force is masculine and receptive is feminine, so why when explaining the tridevi, it is the feminine principle of shiva, shakti that is the active principle that shiva cannot act without?

Shakti is receptive potential, the matter or matrix wherein the masculine, active principle creates. Just as one spermatozoa cannot create a child without the feminine ovum, likewise Shiva cannot act without Shakti.
