Spiritual affinity to certain countries? (Dalai lama and immigration)

Hi... I was wondering, should people of non-european heritage, all the africans/indians/chinese etc make preparations to leave Europe?
I ask this because I was a big fan of the Dalai Lama and listened to him alot before encountering this position of his which made me think alot. I can't help but think that his anti-immigration views suggest that a persons DNA creates some sort of spiritual affinity to particular countries. I.e, Africans don't belong in Europe and Europeans don't belong in Asia ETC ETC. What does Glorian make of this?

I find it hard to believe that such a spiritual master would say such controversial things in public if they were simply personal preferences of his. There has to be a good reason why he declares to the world his anti immigration views right?
