How do we use the Tarot properly and how do we know we are getting the right cards for our questions? Because the cards are randomly picked...

If we ask the same question like three times and we get the same cards every time then we can say that yes there's something there, however if I do the experiment three times and each time the cards are different then it feels like I'm just picking random cards but then trying to interpret them in relation to my question, this can seem subjective.
