would I be correct in surmising that many of the people currently "alive" in the world, in physical 3d humanoid bodies, are in fact beings that have completed their 108 chances of liberation and are experiencing the processes of devolution in klipoth?

Yes. This has to do with the kind of cosmos that we live in and how many laws are active in that cosmos. When we live in the physical world with the physical body, we are in the Microcosmos, which is subject to 48 laws. Each law that is active makes life in that cosmos more mechanical, more limited, with less choice. Therefore, our physical world is already a cosmos with a lot of mechanicity and struggle.

There is no definite comprehensive list of these laws, but one example is the law of gravity. This law is obviously active in the physical world. Yet, if you ever had a dream where you levitated or flew around, you know that this law is not active in the astral world. So you might already see, that we are in a world with quite a few laws and that the upper worlds have less of these laws.

Now, if you observe our planet, especially the dense urban areas, you might realize that life in these areas has became even more complicated. This means, that in certain parts of the world there are more than 48 laws active. People have to struggle way more, to survive. Family life is severed because both parents have to work (sometimes multiple jobs). Social interactions become more complex (see speech, the issue of genders and political correctness). Degeneracy becomes more visible at a rapid pace.

At the end the logical conclusion is, that we see more laws, more limits, more mechanicity. And these are qualities of hell, which begins with 96 laws and even increases when one goes deeper. More on the topic of cosmos and laws:
