When an Angel falls to gain more knowledge, who decides that? The Bodhisattva, Innermost or either?

And when the tempter came to him [the Bodhisattva], he [through his sensual mind] said, If thou be [Tiphereth] the Son of God [the Human Soul], command that [by means of tantra] these [male and female] stones [of Yesod] be made bread [Manna].
But he [the Bodhisattva] answered and said, It is written, [the Causal] Man shall not live by bread [Manna] alone, but by every word that proceeds out of [Daath] the mouth of God [the Innermost].
And satan [through his sensual mind] said unto him, If thou [Human Consciousness] be the Son of God [the Bodhisattva], cast thyself down: for it is written, He shall give his angels charge concerning thee: and in their hands they shall bear thee up, lest at any time thou dash thy foot against a stone [of Yesod].
Jesus [the Bodhisattva] said unto him [his sensual mind], It is written again, Thou shalt not tempt the Lord thy God [thy Innermost].
Again, the devil [through the sexual mind] taketh him [the Bodhisattva] up into an exceeding high mountain, and sheweth him all the kingdoms of the world, and the glory of them; And saith unto him [the Bodhisattva], All these things will I give thee, if thou wilt fall down and worship me [the sensual mind].
Then saith Jesus [the Bodhisattva] unto him [the intellectual mind], Get thee hence, Satan: for it is written, Thou [the human mind] shalt worship the Lord thy God [the Innermost], and him only shalt thou serve. - Matthew 4: 6-10


So, it is not the Bodhisattva nor God, the Innermost, but the mind!

Weep not: behold, the Lion of the tribe of Judah,
the Root of David, has prevailed to open the book,
and to loose the seven seals thereof. - Revelation 5: 5

Would that include Lucifer as well? Because when you think about it there is some sort of temptation there.

Lucifer is the sexual energy, which is beyond good and evil. This energy tempts the mind and produces downfall, since as the Tree of Knowledge of Good and Evil, it can be used either for purity or pollution, Tob or Ra.

So even though a Bodhisattva is awakened, and knows that they will fall, they are in reality just falling victim to a temptation?

Don't we go through a similar situation when we "fall" sexually due to the temptations? It's obviously at a different level because they must have more knowledge available to them about what the implications are, but us on this level also know the implications at least intellectually and if we are aware enough, we can also discern the emotional, mental and physiological effects on the body after a sexual fall.
