Why is it that other galaxies have different laws ? i read in one of the books that samael created that we can not pass the milky way in our solar bodies because in other galaxies there are different laws. just wondering why is this ?

Just as you cannot take your physical body certain places on this planet —into a volcano for example — you cannot take you lunar bodies out of this region: it is for your own good.
