I read in "Logos, Mantram, Theurgy" book by Samal Aun Weor the following:

 Juan asked him to teach him the most powerful Mantram that exists in the entire Universe, to awaken the Kundalini. The Angel then sang a marvelous Mantram, which surprised Juan.It is the following: KANDIL BANDIL RRRRRRRR


can I awaken the kundalini by dedicating vocalizing this mantra?

As you find in that book, yes, you can awaken kundalini using that mantra, but that is not all that is required. The book explains many important requirements.
