How do ressurected masters, nirvanic beings, archangels, etcetera, from higher planes incarnate

Are they in the astral plane consciously and can they just decide to descent?
This puzzles me: they have to incarnate as a baby. How do they retain all their knowledge?
Does it gradually come back to them?
How does a descent from a higher plane work?
Any thoughts on this?
