I have come to understand that uncircumcised men are much more sensitive that circumcised.
Also it seems to me that the nerves of the penis are directly pathed throughout the body.
It would stand to reason that by having less sensitivity due to an unprotected head and a completely missing set of nerve
pathways via the removed hood would result in a reduced potential.
