Please instructors what exactly is the difference between this. It seems like the explanations to achieve both of these always overlap.

Those who do not have the consciousness awakened cannot perceive the fourth dimension. Awaken those senses, and you will know.

If one awakens those senses they can also see someone who has actually projected? Or that's different?
Also, say if I achieved entering a Jinn State tonight which would he the first time ever. I am obviously fresh, what if as I am flying over I mistakenly get out of the fourth dimension and fall in the Atlantic ocean?

This sounds very fascinating. Thus far in my studies, I have not heard of this Jinn State. Which books are we learning of it?
