Samael Aun Weor states that each of the root races has its principle governer. I believe at some time these governers incarnate as the root race's avatar.

These seven governors for the seven root races are really the seven spirits before the throne of god, or the seven elohim as they are called.

The regent or ‘avatar’ of the first Root Race was the God Tezcatlipoca. (Also known as The Elohim Gabriel)

The second Root Race was governed by Quetzalcoatl (Raphael Elohim second spirit before the throne of god mentioned in revelations)

The third Root Race was governed by the Aztec God Tlaloc (Uriel Elohim 3rd Spirit before the throne of god. Or the roman- Venus)

4th root race - governed by Michael Elohim
