Some texts say that he is ruler of Saturn, other texts say he is ruler of Moon.
Which one of this?
Also is it true that Cassiel's bodhisattva is fallen?

He is a master from the ray of Saturn, as indicated in the Conjuration of the Seven.

I am a Capricorn. Saturn is my ray therefore, Archangel Cassiel is my governing Archangel. How do we use our rays and Governing Angels to help us in our path?
And are the angels governing the rays, the same angels that are our guardian angel?

Zodiacal signs are governed by planetary influences, which influence our essence, ego, and personality.
The spiritual rays relate to qualities of the spirit, the Innermost, which is far beyond any zodiacal influence.
Spiritual rays do not directly correlate with your zodiac, although there exists intermingling.
Just because your are a Capricorn doesn’t distinctly mean that you will be from the Saturnian Ray.
You have to meditate and go into the internal worlds to know for sure.
The guardian angel is a part of our Being.
The seven cosmocreators aid our spirit in accordance with the chief characteristics of the seven rays.
