How do I activate my higher chakra's?

I am concerned because I read in Yoga and Sexual Energy that you could cause irritation of the higher nerve and brain centers if your chakra's are not open and you aren't "ready". How do I activate my higher chakra's, and transmute my energies and do seminal retention if my higher chakra's are not open. Are they not closed in most people? I am clueless.
