Samael says the mantras bhur, bhuvah, sua, correspond to the first second and third chakra, which are the first three mantras in gayatri. Can we use “tat” for the fourth chakra, “ savituh” for the fifth, “varenyam”, for the sixth, “bhargo” for the seventh, to illuminate all seven chakras?” Devasya” then seems to unify them all, and the rest of the mantra is a prayer. Is this a legitimate way to use this mantra?

It is not possible to "use" a mantra according to our own ideas. Just like everything else in nature, each mantra has its natural properties and uses.
