The non-ejaculation of semen (not reaching the orgasm) is radical in order to avoid conception and in order to intensify the hormonal incretion.
If the male avoids the ejaculation of semen and if the woman also avoids the orgasm, then, control of the problem of conception is resolved.

In our 1970-1971 Christmas Message, we teach the practical way in order to engender healthy, intelligent, and strong children by will and within a properly planned method.
The master Samael states that conception is an act of will when practicing the Maithuna so there should not be any unwished pregnancies.
The only three reasons I see that conception should happen without will is :
1. From karmic debts
2.Biological illness( when the sperm is not held by the organism and it leaves through urination or the clear liquid( I don't know it's name))
3.When, after an ejaculation, the leftover sperm cells in the phallus travel via the clear liquid to the womb.( This can happen after someone ejaculates and has sex 15 minutes later for example)
I feel like this is a sensible subject (especially for those of us who are to young to have children and have zero financial stability). I'm aware that fear plays a big role in this, but it is no less important without it.
Please correct me if I'm wrong and further elaborate on this.
